Gun buybacks a noble idea that always misfires

The "One Less Gun" buyback program attracted so many eager sellers that the money quickly ran out, but instead of closing up shop, the police handed out IOUs good for a future buyback. The
Oakland police are now stuck with a bill for $170,000. The buyback was a bad idea from the beginning. Gun buybacks have been tried before, in cities from Seattle to Washington, D.C., and they simply don`t work.

GOVERNOR RENDELL SIGNS NEW LICENSE TRANSACTION FEE INTO LAW

 

Harrisburg, PA, 2/14/08—The Pennsylvania Fish & Boat Commission (PFBC) announced today that Governor Edward G. Rendell has signed House Bill 1109 into law (Act 2 of 2008) resulting in a small license transaction fee for anglers effective immediately.

 

The PFBC and the Pennsylvania Game Commission are jointly developing a new electronic license delivery system known as the Pennsylvania Automated Licensing Service (PALS) system. The PALS system eliminated the need for paper-based fishing licenses for the 2008 fishing year, which began December 1, 2007. PALS is managed by a private firm and the PFBC is charged a $.70 electronic processing fee for each transaction made through the system.

 

Act 2 of 2008 allows the PFBC to recover up to $1.00 in electronic license fees for each transaction from the license buyer. This means each license and permit currently purchased through PALS will cost $.70 each. The electronic processing fee will cost the average license buyer $1.40 to purchase a fishing license and permit, making it one of the lowest transaction fees of its kind in the country.

 

This new legislation also addresses replacement licenses and permits. Before the law passed, the PFBC’s fishing license and permits were individually priced at an average replacement cost of $14.25. PALS now allows the PFBC to combine the purchase of a license and all previously purchased permits into one replacement license for the low cost of $6.70.

 

The law also expands the blackout period for when One-Day Tourist and One-Day Resident licenses are not valid. One-Day Tourist and One-Day Resident Licenses are not valid for fishing during the period from March 15th to April 30th of any year. One-Day Tourist or One-Day Resident licenses issued to be used on March 14 will expire at 11:59 p.m. on March 14, regardless of what time the license begins.

Your Vote is Your Voice: Make it Heard!

Ronald Reagan, in his first inaugural address, reminded us: “We are a nation that has a government—not the other way around. And this makes us special among the nations of the Earth. Our government has no power except that granted it by the people.”

In other words, “the consent of the governed,” as eloquently stated in the Declaration of Independence. Thomas Jefferson, that extraordinary document’s principal author, also wrote that: “[It is] by their votes the people exercise their sovereignty.”

Indeed, and it is by their votes that the people determine the outcome of elections. If there is one thing NRA members know, it is the fundamental truth that elections matter. We know that we must work unrelentingly to elect candidates who support the Second Amendment, and to defeat candidates who disrespect our Right to Keep and Bear Arms.

The sad truth, however, is that there are some among our gun-owning ranks who aren’t even registered to vote. We’ve all heard the excuses.

“My vote won’t make a difference.”

“Voting doesn’t matter, politicians are all the same.”

“It’s too much trouble.”

It’s up to us to convince these gun owners why such thinking is dangerously misguided. We also need to show them that registering to vote is easy, taking only a few minutes at the kitchen table or on the Internet (www.nraila.org is a great place to start).

We must convince our friends that their votes count. The last governor’s race in the state of Washington was decided by only 129 votes out of 2.8 million cast. And how about the 2000 presidential election? More than 105 million Americans voted, but only 537 ballots in Florida kept Al Gore from moving into the White House.

As for the notion that all politicians are the same, ask your non-voting friends just where we’d be today if a President Gore had been able to continue Bill Clinton’s eight-year assault on our rights. Now is a particularly good time to ask, with Hillary and Bill pulling out all the stops to return to 1600 Pennsylvania Avenue.

Our work is cut out for us in 2008.

We must ensure that every gun owner and sportsman is registered to vote. The good news is that we have important advantages over the anti-gun crowd. With some 80 million lawful gun owners in the United States, we can focus our voter registration efforts with rifle-shot precision on those places where our fellow citizens who support the Second Amendment can be found.

As anNRA a member, you are perfectly positioned to assist in this tightly targeted effort—providing voter registration materials to your local gun club, shooting range, gun shop and gun show. Make sure you and your family, friends and fellow firearm owners and Second Amendment supporters are registered. Then, all that’s left is to make sure they vote.

Don’t forget that every state allows for early and/or absentee voting. Most states have few or no restrictions on such voting. The anti-gunners know these votes determine election outcomes —can anyone forget the Gore 2000 campaign’s cynical effort to disqualify our service members’ absentee ballots?

With the rise of early and absentee voting, Election Day is no longer a single day, but rather a period that can last for weeks. Voting early or absentee “banks” your vote, freeing you up to help friendly candidates’ campaigns turn out the remaining pro-gun votes on Election Day, when final victory is won.

Early Estimates of Greenhouse Gas Canned

As scientists take a close look at the switch from petroleum-based fuels to biofuels, it appears that the reduction of greenhouse gas (GHG) emissions associated with many types of biofuels has been vastly overestimated, according to the Wildlife Management Institute.  GHG emissions are primary drivers of global warming.

The initial studies projected an average reduction of approximately 20 percent in GHG emissions as a result of the use of biofuels.  However, those estimates did not take into account the release of gases as a result of land-use changes.  In recent modeling efforts, in which researchers factored in the carbon costs of land-use changes, GHG emissions are projected to be substantially higher. 

Carbon costs are the carbon storage and sequestration sacrificed by converting nonfarmed lands to production of crops along with carbon previously stored in plants on nonfarmed lands and lost into the atmosphere when nonfarmed lands are cleared to grow crops.

The new models predict that former croplands retired to perennial grasslands, such as with the Conservation Reserve Program, would require up to 48 years to balance the initial “carbon debt” generated by converting a 15-year-old grassland field to corn production for biofuel.  Similar analyses for biofuel crops suited to other parts of the world—replacing tropical rain forest with sugar cane production, for example—produced estimates that ran into hundreds of years to balance the carbon debt associated with these kinds of land-use changes.

At a time when biofuel production is being ramped up to augment or replace fossil fuel consumption, the worldwide food demand is increasing.  These concurrent factors are serving to drive up the value of crops, which, in turn, makes attractive and profitable the conversion of nonfarmed lands to crop production.  As crops formerly providing food are increasingly being used for biofuel, there is tremendous pressure to convert nonfarmed lands to crop production for either use.

While the ecological costs associated with production and use of biofuels are higher than initially thought, researchers note that biofuels can be made from some sources that add little to existing GHG emissions.  In a recent letter to the President and leaders of Congress, scientists working on this issue indicated: “Some opportunities remain to produce environmentally beneficial biofuels. Sources of feedstock for biofuels that avoid land use change include municipal or industrial waste, and agricultural wastes. . . . Harvesting fall grass from agricultural reserve lands also holds promise.  There is also potential to produce biofuels on some degraded lands or to manage them to increase their ability to capture or store carbon.  Although the opportunities to use biofuels to effectively replace fossil fuels are more limited than previously believed, they could remain an important element in a comprehensive program of fossil fuel reduction.”  (pmr)

YOUTH BASS ANGLERS CONSERVATION SCHOOL  INVITES STATE STUDENTS TO APPLY

 

HARRISBURG -- The Youth Bass Anglers Conservation School, Pennsylvania’s unique learning experience for young students with a passion for fishing and a thirst for warm-water fishery knowledge, will begin registration Saturday, March 1.

 

Officials of the sponsoring Department of Conservation and Natural Resources (DCNR) and Pennsylvania Fish and Boat Commission (PFBC) announced instruction would be offered Sunday through Thursday, July 13-17, on Lake Perez at the Pennsylvania State University’s Stone Valley Recreation Area, Huntingdon County.

 

“We are proud to again join this cooperative educational effort giving angling youth a solid foundation in warm-water aquatic ecosystems, their management, and how they affect black bass and bass angling,” said DCNR Secretary Michael DiBerardinis. “Participants will improve their stewardship skills, leave the school better equipped to serve as leaders in conservation, and have a heck of a lot of fun learning.”

 

The five-day/four-night program will address study topics that include fishery biology, fisheries management, habitat improvement, boating safety, fishing skills and techniques, fish and boating law enforcement, fisheries and conservation careers and tournament angling. Other conservation-related and hands-on activities also are planned.

 

Students will learn from experts and professionals in various conservation fields from across Pennsylvania and the nation. Instruction will be geared toward youth who already possess some basic outdoor skills and fishing experience but want to further develop those skills and learn more about bass angling.

 

“These excellent angling programs have helped create not only better anglers, but also better citizens,” said PFBC Executive Director Doug Austen. “Research clearly shows that good, well-structured youth fishing programs like these lead to kids increasing their skills, fishing more, and building a greater sense of aquatic stewardship and outdoor ethics.” 

 

The Youth Bass Anglers Conservation School is a cooperative effort by DCNR’s Bureau of State Parks, the PFBC, PA Bass Federation Inc., U.S. Army Corps of Engineers, the Pennsylvania State University and Marsh Creek Bass Club.

 

“The camp is a combination of non-stop hands-on fun-filled activities ranging from boat safety and basic angling skills to fish biology and habitat management,” said PA Bass Federation Conservation Director Bill Reichert. “Learning fishing skills from a dozen volunteers and introduction into aquatic science by professional staff offer the students insights into opportunities to become conservation and environmental leaders.”

 

A total of 20 students will be selected. As a $200 enrollment fee will be charged upon acceptance, students are encouraged to seek organizational sponsorship through sporting, community or civic groups.

 

The application and enrollment process for students ages 14-17 begins March 1 and continues through April 30. Applicants must submit a written one-page essay addressing “What fishing means to me; the importance of conservation; and why I want to attend the school.” A letter of recommendation from a teacher or close associate also is required.

Senate approves Robbins' bill banning gun seizures.

22 states have passed similar laws in wake of Hurricane Katrina

Working to uphold and protect the rights of law-abiding citizens, the Senate today (February 12) unanimously approved legislation introduced by state Senator Bob Robbins (R-50) that would prohibit government officials from seizing firearms from individuals -- who are legally permitted to possess them -- during emergencies or natural disasters.

"This is a victory for our basic rights as American citizens. This unanimous approval by the Senate of Senate Bill 1172 plainly shows that we support and guarantee the rights of our citizens," Senator Robbins said. "I hope the House will act on this measure in an expeditious manner and send it to the Governor for enactment into law."

Senator Robbins said the need for the basic protection of the right to bear arms provided by Senate Bill 1172 became apparent in the wake of Hurricane Katrina when New Orleans police officers confiscated firearms from its citizenry -- including those who had valid firearms permits.

"It is very unsettling that police officers would be disarming law-abiding citizens at the very time when they could potentially need these weapons to protect their lives and their families," Senator Robbins said. "Because of these incidents after Hurricane Katrina, 22 states -- including Louisiana – have passed legislation prohibiting these confiscations during a declared emergency."

Bullet Serialization (Registration) Bill Referred to House Judiciary Committee!  House Bill 2228, legislation that would require all handgun ammunition manufactured or sold in Pennsylvania to be coded with a serialization number, and entered into a statewide database at the time of sale, was referred to the House Judiciary Committee.  If passed, this legislation would have dire consequences for our Right to Keep and Bear Arms in Pennsylvania. Emergency Powers Bill Passes Out of Committee and Heads to Senate Floor!  Emergency Powers legislation, Senate Bill 1172, passed out of the Senate Veterans Affairs and Emergency Preparedness Committee with unanimous bipartisan support.  The bill now heads to the Senate floor for consideration.  SB 1172 would protect our Second Amendment rights by prohibiting any government agency from confiscating or regulating the lawful sale, possession, transfer, transport and carry of firearms during a state of emergency, such as occurred in the wake of Hurricane Katrina.  Please contact your State Senator today at (717) 787-5920 and urge them to protect your Second Amendment rights by supporting SB1172.

Heller Plaintiffs In Filing Briefs With U.S. Supreme CourtOn Thursday, February 7, NRA and the NRA Civil Rights Defense Fund submitted an amicus curiae brief to the United States Supreme Court in the case of District of Columbia v. Heller. This "friend of the court" brief supports a lower federal appeals court decision holding that the Second Amendment protects an individual right to keep and bear arms, and asserts that the D.C. bans on handguns, on carrying firearms within the home, and on possession of loaded or operable firearms for self-defense violate that fundamental right.

Kennedy (D-MA) and Congressman Xavier Becerra (D-CA) introduced "microstamping" legislation titled the "National Crime Gun Identification Act of 2007."   The bill is co‑sponsored in the Senate by Senators Feinstein (D-CA), Menendez (D-NJ), Lautenberg (D-NJ), Durbin (D-IL), Schumer (D-NY), and Reed (D-RI). 

Outrage of the Week--"Hypocrite Hillary"  In December, we reported on the hypocrisy of Senator Hillary Clinton (D-NY), who, in her zeal to discredit Senator Barack Obama (D-IL) on the gun issue for her own political gain, assailed Obama for his past support of "banning all handguns," citing his position as one reason to "raise serious questions about his electability." 

And now, with the Democratic Presidential nomination process amounting to what only a few months ago would have been an unthinkable dead heat, we continue to see the political contenders pulling out all of the rhetorical stops in an attempt to disingenuously distinguish themselves as the "candidate of choice" for their constituency.  We also continue to see the candidates test the limits of credulity in the process.  

Such is the case for "Hypocrite Hillary," who is at it again.

EXECUTIVE DIRECTOR TAKES ACTION TO PRESERVE FISHING ON WALNUT CREEK

Erie County, PA, 2/6/08—Pennsylvania Fish and Boat Commission Executive Director Dr. Douglas Austen, acting under the authority of the Commission, has ordered the immediate closure of fishing on Walnut Creek from Route 5 north to Manchester Road Bridge between the hours of 10 p.m. and 5 a.m.

The Executive Director has found that this action is necessary and appropriate to conserve and preserve fishing opportunities in the area. The action reflects the concern of some property owners about the noise levels and unnecessary neighborhood disturbances caused by anglers fishing Walnut Creek during the time period of 10 p.m. to 5 a.m.

Prior to this action, from the day after Labor Day until the opening day of trout season in April, all Lake Erie tributary streams were closed to fishing from 10 p.m. to 5 a.m., except for Walnut Creek and Elk Creek north of Route 5. The amendment now prohibits fishing on Walnut Creek from Route 5 north to Manchester Road Bridge between the hours of 10 p.m. and 5 a.m.

The modified regulation has been posted and is now fully effective and enforceable. This temporary modification will remain in effect until January 1, 2009, unless the Commission, by appropriate action, adopts the amendment. The Commission, under a separate notice of proposed rulemaking, will seek public comments on a permanent change to the Commission’s fishing regulations.

Brady Rankings:  More Gun Laws, More Violent Crime 

In January, the Brady Campaign released its annual "State Report Cards," scoring the states according to their gun laws.  

Once again, the Brady rankings clearly demonstrate that states that have the most gun control tend to have the most violent crime. 

New Gun Show Legislation Introduced:  As expected, anti-gun Senator Frank Lautenberg (D-NJ) introduced his "gun show" legislation this week.

Support Legislation To Improve & Modernize BATFE:  As we've recently reported, two bills considered in the last Congress--H.R. 5005 & H.R. 5092--have been combined, improved, and re-introduced in the U.S. House of Representatives as H.R. 4900 -- the "Bureau of Alcohol, Tobacco, Firearms and Explosives Reform and Firearms Modernization Act of 2007."  H.R. 4900 is cosponsored by Representatives Steve King (R-Iowa) and Zack Space (D-Ohio). 

Senate May Consider Change In National Park Firearm Rules:  The U.S. Senate is likely to consider S. 2483, the "National Forests, Parks, Public Land, and Reclamation Projects Authorization Act," next week.  If that happens, Senator Tom Coburn (R-OK) is expected to offer an amendment to S. 2483 to allow state law to govern the carrying and transportation of firearms in national parks and wildlife refuges.

GAME COMMISSION TO LAUNCH SECOND ROUND OF DEER MANAGEMENT OPEN HOUSES

HARRISBURG - Following up on last fall's effort to explain the state's deer management program and meet interested residents closer to home, the Pennsylvania Game Commission is, once again, hitting the road in coming weeks to hold six open houses across the state.

"Open houses provide a means for the agency to reach out and interact with hunters and other Pennsylvanians whose lives are influenced by deer," said Carl G. Roe, Game Commission executive director.  "They have been used by the agency in the past and have been warmly received by residents who attend them. 

"We have designed these open houses to provide the general public with information about our deer management program and an opportunity to discuss any questions that they may have."

In the 2003-07 Deer Management Plan, three goals, all identified and supported by Pennsylvanians, were established to guide the program.  They were to: improve deer health, improve forest health and reduce deer-human conflicts.  The open houses that were held in 2007 gave the public the opportunity to provide input regarding the addition of two goals to the Deer Management Plan. 

After receiving public input at those open houses, the agency has added two additional goals to the plan.  Those goals are to manage deer to provide recreational opportunities; and to improve the public's knowledge and understanding of deer and the deer management program.

"Based on the first round of public input, we made adjustments to the deer management plan," Roe said.

Roe noted that the open houses will be held in six different locations from 10 a.m. until 5 p.m. on a Saturday to maximize the opportunity for those interested in attending, and to afford those who were unable to attend last fall to do so this spring.  Also, this round of open houses will be held in different locations than those held in the fall. 

The schedule for the open houses is as follows:

Southcentral Region:  Feb. 16, from 10 a.m. to 5 p.m., at the McConnellsburg American Legion Post #561, Fulton County.  Directions: From North - Route 522 South to McConnellsburg, left onto North 5th Street, left onto Omar Drive.  From South - Route 522 North into McConnellsburg, right on North 5th Street, left on Omar Drive.  From East or West - Route 30 to McConnellsburg to Route 522 North, right onto North 5th Street, left on Omar Drive.

Northeast Region: Feb. 23, from 10 a.m. to 5 p.m., at Saint Rose Academy, 1300 Old Plank Road, Mayfield, Lackawanna County.  Directions: From I-81 North or South (in the Scranton area), take Route 6 East (new Casey Highway) toward Carbondale.  Travel 11 miles to Exit 6 (Meredith Street exit).  Turn left at the stop sign, travel one mile to traffic light and turn left again onto Bus Route 6 (Scranton/Carbondale Highway).  Travel two-tenths of a mile and bear left at the "Y."  Saint Rose Academy is on the left.

Southeast Region: March 1, from 10 a.m. to 5 p.m., at the Game Commission's Middle Creek Wildlife Management Area Visitors Center, 100 Museum Road, Newmanstown, Lancaster County.  Directions:  From Pennsylvania Turnpike Exit 286 - Take Route 272 North for three miles, at the traffic light turn left onto Route 897.  Follow Route 897 North for about 14 miles into the village of Kleinfeltersville.  In Kleinfeltersville make the first left after the stop sign (Hopeland Road), and the Visitors Center will be on the right about two miles down Hopeland Road.  From Pennslvania Turnpike Exit 266 - Take Route 72 North about 4.5 miles to Route 419 North.  Follow Route 419 North for about seven miles to Route 897, in Shaefferstown follow Route 897 South for about two miles to Kleinfeltersville, and turn right onto Hopeland Road in Kleinfeltersville.  The Visitors Center will be on the right about two miles down Hopeland Road.
