The regulation 135.41 makes it unlawful to “Target shoot with firearms, bows and arrows or devices capable of launching projectiles in a manner that could cause injury to persons or property, or on areas posted closed to those activities.” Whether you are using a rifle or Bow and Arrow you may shoot at stumps or clumps of grass so long as you are not damaging any property or endangering anyone.
