Resolution#3) RAINBOW BOWMEN – Venango County - To allow archery stump shooting in all except 3 day bear and 2 week regular deer seasons.

Section 2307 prohibits people from randomly shooting or target shooting during the archery deer season to prevent unlicensed persons from hunting and to prevent licensed hunters from being disturbed by people walking around shooting and retrieving arrows or shooting firearms. If we allowed people to walk about the woods target shooting, everyone we checked who did not have an archery license would be target shooting and not hunting. Archery hunting requires stealth and patience. Why would an archer who was waiting for or stalking a deer want to alert deer to his or her presence by shooting and retrieving arrows? The time to practice is before season or during season near your camp or home, not while others are trying to hunt or near others who are trying to hunt.
