TITLE:  Permitted handgun Concealed Carry in U.S. National Parks and U.S. National Park

        Properties

 

WHEREAS:  The Johnstown Rifle and Pistol Club, having examined the U.S. National Park Service regulation 36C.F.R 2.4 prohibiting lawful concealed carry of firearms on National Park Service land and within National Park Service properties, hereby declares the regulation to be in conflict with U.S. Constitution Second Amendment and Pennsylvania Constitution Article 1, Section 21 guarantees that citizens may bear arms in defense of themselves and

 

WHEREAS:        The Department of Justice has officially affirmed the Second Amendment of the U.S. Constitution to be an individual right guaranteed to citizens and

 

WHEREAS:  The National Park Service may not legally infringe on the Constitutional rights of citizens as a matter of policy and

 

WHEREAS:  Pennsylvania Constitution, Article 1, Section 21 affirms, “The right of the citizens to bear arms in defense of themselves and the State shall not be questioned” and

 

WHEREAS:  The Pennsylvania Consolidated Statutes contain no prohibition of lawful concealed carry on National Park Service land and within National Park Service properties, which reside within state geographic and legal boundaries and

 

WHEREAS:  National Park Service regulation 36 CR 2.4 restricts the rights of Commonwealth citizens and citizens of state with which the Commonwealth has entered into concealed carry reciprocity agreements and

 

WHEREAS:  The National Park Service regulatory prohibition of lawful concealed carry and, thus, the lawful exercise of Constitutional rights is illegal and must be amended immediately.

 

THEREFORE BE IT RESOLVED:  The Johnstown Rifle and Pistol Club seeks the support of the Pennsylvania Federation of Sportsmen’s Clubs to act on its behalf and on behalf of the citizens of the Commonwealth, to undertake appropriate action and to seek Congressional intervention to compel the National Park Service to assimilate, and comply with, state laws regarding lawful concealed carry of firearms

TITLE:  Eliminating  All Classes of Furtaker Licenses

 

WHEREAS:  We wish to increase opportunity for sportsmen to harvest fur bearers as a recreational activity

 

WHEREAS:  The price of furs are down and the number of furtakers is declining

 

WHEREAS:  The revenue generated to the Game Fund by sales of Furtaker Licenses amounts to less then $500,000 per year, which if included in the General License fee would only amount to less than one dollar per Hunting License to make up the lost Game Fund revenue.

 

WHEREAS:  The Pennsylvania Game Commission is currently looking for a fee increase.  Combining the Furtaker back into the General Hunting License would be a benefit/bonus to sportsmen and it may add incentive for sportsmen to support an increase.

 

THEREFORE BE IT RESOLVED:  We would request that the PFSC present a position to PA Legislature and the PA Game Commission to eliminate all categories of Furtaker License to any bargaining position it takes on a General Hunting License fee increase proposal.
